'The state's most basic need is to maintain its own existence, and to exist it must rule territory and people. It would like the people to love it, but it is not necessary that they do so. The state would like its subjects to actively consent to its legitimacy, but it is enough that they do not challenge it. The state would like it if its people wanted to contribute to the prosperity of the state by working hard, but because no-one wants to work hard it sometimes has to force people to do so, or simply relies on the threat of poverty. The state is not primarily interested in the sincerity of its subjects, citizens or politicians, but that you formally recognise that you belong to it, mediate your disagreements with others through it, and contribute to economic activity within its territory. The people must be united under the state – by what method they are unified can and does change.'
